“Training to end poverty?”
Explaining how training programs impact poverty, the study finds that demand is very low at full cost but increases with subsidies or NGO recruitment. However, these methods attract different groups: discounts reach poorer individuals, while NGO recruitment tends to select less deprived participants. The conversation also explores how these targeting strategies affect outcomes. Trainees recruited by NGOs benefit more, while those attracted by discounts gain less. Combining both approaches may help better target individuals who are both poor and likely to benefit most.
